Issues to Consider
- Hansen GFC data is masked using the Tropical and Subtropical Moist Forest ecoregion. JRC TMF is not masked by ecoregion but maintains the original data geographical scope.
- Hansen GFC considers forests with a canopy cover higher than 30%.
- All tree cover loss due to fire under Hansen GFC is considered as degraded forests. MODIS data is used as a proxy for degradation in JRC TMF estimates.
- Plantations are excluded as estimated by the JRC TMF land cover dataset in 2020.
- This analysis does not consider the condition of decreasing deforestation, as it excludes countries with rates below 0.5% in the previous year.
Scenarios

They scale the payout year only — the underlying data, the country set and the criteria are unchanged.
Three are named as buttons:
- Observed — deforestation and degradation exactly as measured.
- S1 · Half — deforestation and degradation both at 50% of observed.
- S2 · Zero — no deforestation and no degradation in the payout year.
The two sliders set any other proportion. They move together while the

comparable — $400/ha for deforestation within the tier against $140/ha for degradation — so a
country's best move is not always to cut both by the same share.
